 6月に日本の伊豆半島沖で発生したフィッツジェラルド(USS Fitzgerald)の衝突事故に続き、シンガポール近海でジョン・S・マケイン(USS John S. McCain)の衝突事故が立て続けに発生しました。これらのアメリカ海軍イージス艦の衝突事故を受け、米海軍の全艦隊の運用が停止されることが各メディアで報じられています。

 国内外のメディアが報道しているものの、全艦隊の運用停止とはどういうことなのか、そのニュアンスが解らないため、当事者の米海軍がどのように発表しているのか一次ソースを調べてみました。

 米海軍公式サイトには、該当するプレスリリース的な文書は掲載されていないようです。が、USS John S. McCainの行方不明者の捜索状況を伝える以下の投稿に、関連動画(RERALTED VIDEO)として映像にリンクが張られています。

Good morning team this is the Chief of Naval Operations.


Like you, I was devastated and heartbroken to hear about the collision of the USS John McCain off of Singapore.
They're moored in Singapore right now and all of out assistance is flowinf to the ship and the crew.
That is our primary focus right now - the safety of the crew and the ship and taking care of their families.
I'd like to thank everybody who has helped get to this point, including and especially the Republic of Singapore Navy.
Admiral Swift, the commander of the Pacific fleet is en route to take charge and to make sure that they have al the assistance that they need.


We will continue to provide you updates as we learn more about the John S. McCain.
As you know, this is the second collision in three months and the last in a series of incidents in the Pacific theater.
This trend demands more forceful action.


As such, I've directed an operational pause be taken in all of our fleets around the world.
I want out fleet commanders to get together with their leaders and their commands to ensure that we're taking all appropriate immediate actions to ensure safe and effective operations around the world.
In addition to that operational pause, I've directed a more comprehensive review to ensure that we get at the contributing factors, the root causes of these incidents.
This review is in addition to the investigations that are looking into the details of the collisions of the USS Fitzgerald and now the USS John S McCain.
I've asked Admiral Phil Davidson, Commander U.S Fleet Forces Command to take charge of the investigation.
It will examine the process by which we train and certify our forces that are forward deployed in Japan.
To make sure that we're doing everything we can to make them ready for operations and war fighting.
This will include, but not be limited to looking at operational tempo trends in personal, material, maintenance and equipment.
It will also include a review of how we train and certify our surface warfare community, including tactical and navigational proficiency.
Now I want to make as many resources across the Navy available to Admiral Davidson in the conduct of this review that will include Naval Inspector General the Naval Safety Center and others. Iwant this to be a broad and diverse team, including officer and enlisted from across the Navy and also people outside the Navy, the other services and the private sector. I want this team to be as diverse as they can be so that we don't miss anything in our review.
This review will be on a very tight timeline.
I want to get frequent updates. This requires urgent action. We need to get to it and take corrective action.


Finally, I will be getting updates throughout and I'll keep our leadership informed.


In closing, our thoughts and prayers go out to the Sailors and families of USS John McCain and USS Fitzgerald.
We need to get to the bottom of this. So, let's get to it.

 

全艦隊運用停止とは

 映像中では"an operational pause be taken in all of our fleets around the world"と発言されています。
 

「全艦隊」?

 "all of our fleets around the world"ですので、文字通りアメリカの全艦隊(all of our fleets)です。しかも日本の横須賀を事実上の母港とする第七艦隊*2だけではなく、世界中(around the world)のと発言されています。
 

「運用停止」?

 停止には"stop"や"suspend"ではなく"pause"が使われています。Longman英英辞典によれば"pause"は"to stop speaking or doing something for a short time before starting again"だそうですので、短期間の停止と考えてよさそうです。

 なお、一次ソースの映像中では具体的な期間は触れられていません。
 
 
 以上より、世界中の米海軍の全艦隊の運用が短期間の運用停止になるということのようです。
 

雑記

 なお、事故原因調査だけではなく、訓練や認定プロセスの検証に加え、個人のオペレーションのスピード感の傾向*3や機材やメンテナンスやマテリアル*4の確認もすると発言されています。一方では"This review will be on a very tight timeline."とも言っていますが、これらの膨大な作業の全てを艦隊運用停止中のごく短期間に行うことはいくら米海軍とは言え不可能ではないでしょうか。"on a very tight timeline"とは言ったが、"within operational pause period"的なことは言っていない訳ですので、艦隊運用停止中に行うのはこれらの一部だけで、運用再開後にもレビューは継続されると捉えるのが合理的かもしれません。

 恐らくは事故原因そのものはもちろん、それが発生し得てしまう運用体制上の問題・課題まで含めてレビューして、改善していこうということなのだと思います。一般企業でもPDCAサイクルが機能していなかったり、不適切に局所最適化され、通常は問題無いものの特定の場合に問題が顕在化するとか、担当者が変わると問題に気付けないとか、隠れた属人的な作業があって特定の人員が長期間離れると問題が起きるとか、そういった類の話は珍しくないと思います。そのような類の問題点を洗い出して改善するのは時間もコストもかかる事*5なので、米海軍でもそれなりの期間は必要だと推測できます。
 

 負傷された方々の一日も早い回復と、犠牲になられた方々のご冥福をお祈りします。
